The Greater Virginia Avenue Corridor (GVAC) Economic Improvement District (EID) seeks services from a consultant or consultant team to develop a master plan. The master plan will provide a multi-year design and funding strategy to better communicate the district with emphasis on the built and digital environments. This RFP explains the background, deliverables and funding of the master planning process. 

It is anticipated that the plan will focus on no less than the following key areas:

1. Built Environment

The GVAC district boasts a number of assets that draw local and regional traffic on an annual basis. Wayfinding, beautification and infrastructure improvements are a priority of all GVAC business and property owners to enhance, and sustain, the district’s physical landscape. This section of the plan should deliver placemaking ideas, specifically including:

  • A wayfinding plan including design, placement and budget.

  • District gateway, public art and public space priorities

  • Regulatory requirements

  • Presentation of plan to businesses, neighborhoods and district elected officials

2. Digital Communications

Recognizing the need to expand district communication efforts, the GVAC Board seeks recommendations in messaging and digital strategy to enhance district visibility.

  • Conduct scan of current GVAC area marketing efforts (provided by GVAC Board)

  • Conduct stakeholder interviews GVAC EID members and community individuals and groups, including:

    • GVAC Board

    • Fountain Square Merchants Association

    • CREATE Fountain Square

    • Neighborhood associations

  • Create a communications plan which:

    • Includes district design recommendations

    • Includes district naming & messaging supported by all stakeholders to be used in various platforms

    • Recommends tools (video, app, website, social) to use as digital wayfinding resources

    • Includes a budget and implementation schedule

      • Budget should include annual costs to manage the communication strategy

Qualified submissions will represent a diverse skill-set including, but not limited to, community engagement, urban planning, placemaking and digital communications. The GVAC accepts individual and team RFP submissions.

While not required, preference will be given to those submissions with a strong background of work and/or knowledge in the GVAC EID area.
